This character comes from a four-length episode TV/Movie series "RoboCop: Prime Directives", this guy is supposedly the future version of RoboCop. He was sent to kill RoboCop, however he changes his mind and decides to help RoboCop and even sacrificed himself to save Delta City. (I might ended spoiling the whole thing for everyone but...whatever).
