This is apparently a boss character from Cocoron, an NES shooter from the creator of Mega Man.
This thing, whatever it is, is an 8-bit boss character that can either be played as or be fought against. It can be configured in Harvest_Moon_-2-3_OPTION.cns This boss teleports around and attacks with star projectiles. It's pretty balanced, actually: Fast stars do small amounts of damage, while slow stars do large amounts of damage. This boss also comes with custom healthbars which, again, can be configured in Harvest_Moon_-2-3_OPTION.cns
