This character is from The King of Fighters: Kyo (Yeah that game existed), she's the sister of Souji Kusanagi and cousin of Kyo Kusanagi. She has fire powers as you expect from someone in the Kusanagi clan. Like Gustab Munchausen however, King of Fighters: Kyo is the only time she would make her official appearance, so...yeah.
