Look at the same file that you have uploaded, that readme belongs to the character Krauser, which the author of this used as a template.

In the same way, Infinite did not create a version of this character either.

Watching the video you can see that it is a bit decent... There are some strange sprites like LieDown, although I find it funny. Supers seem a bit exaggerated to me, since it seems that Mugen of the one who recorded the video could hardly process it. I should have expected loud sounds, because now my ear hurts.
