Everyone's favorite useless fish in Pokemon, known for begin one of the weakest Pokemon until it evolves into Gyarados. Its moveset is based off moves this Pokemon could have in any versions of Magikarp, event ones included, and yes, it have Flail despite being a Gen 2 move.
