Billy and Mandy are very bullshit S tiers. Range, power, speed. Billy and Mandy were intended to be slow characters but they're the sixth fastest ones in the game frame data wise. They can rack up a huge deal of damage got some good combos, and a broken PTE which buffs their damage by 1.5x which is a crazy huge buff in many video games. And guess what, the amount of cubes dropped is determined by damage dealt which means they'll get their PTE once again but faster. They could just save it until they get KOed and then whip it out next stock solely for the damage buff and screw you over again.
