Mojo Jojo is a weird character but has good utility, fifth fastest frame data, therefore some combos, some good range, but average damage output. Mojo is probably the most underdeveloped high/top tier but I don't really see him moving out of A tier. He seems to be the ultimate Numbuh One/Dexter mix.
