yet another version of neon in mugen because i felt i could've improved upon his most recent version before this one, that one being uploaded to MUGEN Archive in approximately december 2021

- fixed MUGEN 1.0/1.1 compatibility
here goes the 5.5 changelog too because why not
last update for the year!!! have a Really Cool 2024
- added a hyper and a special (X'd Out and Casconic Sword -- shoutouts to my time in scratch)
- tweaked some attacks
- arcade intro and outro
- also the Sick thing from funkin' when your combo's divisible by 5
