It's WARIO (As seen in Wario Land III on the Gameboy Color) as a playable MUGEN fighter!
With sounds from Wario Land II/III, sprites directly ripped from the game, attacks based on his in-game transformations, and (as a little bonus) 3 random win and intro animations!
