Kinda more likely they thought the JPN soundtrack was too... Tech-y and funky. -
Mostly how the Boss music was creepy in the USA version. Unlike the more Disco-y Funk one in the Pal/JPN version. Same said to the final boss (Literally the same composing but with a few additions). Worse for some: Even the game over music in the USA version is creepy

Its an old creation but still fair enough to be close to the source material (and the Younger Brother) -
As Much as I prefer A Sonic.EXE that doesn't poorly uses Claymizer's Sonic character and also being overused. (Both this and the vanilla) Its one of the worst ones. Bloated stats, Minimal editing, Lacking. .Etc Theres better ones out there like that Edit of Dark Chaos' + DarkLuigi's Sonic.EXE or ZaBujCaMILAN's Bunch of sonic.EXEs If one really want to make some medium sized sonic with similar sprites. Best just make it from scratch and just find some ideas. By the way: I Dont hate Sonic.EXE . (Fight me) I still like it. -
A little fact: (Though some people are way too used to the USA version (Cuz you know. America being "On the Edge" Days.) The Japanese and European version is actually meant to be humorous (Since it uses the boss music (Depending on the regional soundtrack)
