Having a bit of a problem with the screenpack.

So basically, i'm filling out the king of fighters section of characters, i want to add Orochi Iori, so i try to add him at the end beside rugal. And when i open up the application, Orochi Iori apparently replaces rugal and rugal isn't there no more. I try to make rugal be at the end and put rugal beside Orochi Iori, open up the application. Rugal instead replaces Orochi Iori.

How do i fix this? I'm trying to do everything to fix this but it's not working. I even try to replace a random character with Orochi Iori and it still doesn't work.
