He uses ammo for his special weapons, which recharge over time, and only has one super, although it has multiple possible results. There's even a 2% chance of getting an OHKO! Billy's pretty notable for the sheer number of custom intros he has, which at the time of this editing, numbers over 125, although many remain untested.
