An Evil Ryu that is supposedly based on the Street Fighter III series, except for the fact that its playstyle does not reflect this and that its sprites are seemingly poorly ripped from comic book panels. This character ultimately comes off as choppy and janky. Original author unknown (referred to as "Null" on Salty Bet).
