How do I add character-specific win quotes?

I'm using MUGEN 1.0. I'm trying to give win quotes to each character when they defeat a specific opponent. I've looked up several old tutorials and so far, none of them have worked for me. Here's what I have so far for Android 18:

I've done the ;vs.CharacterName, State 0, State -2, and State 180 thing, and they didn't work. Any guidance will help.

you need to add a custom state to show the victory quote against the exact char,i don't recall the code used for it but some character have them so you should start checking them
