Captain Planet was literally confirmed to be a joke character after one of the art devs suggested him as a joke. As a result he was shoved in at the end of story mode I suppose as the devs just went ahead and had fun with the idea. Captain Planet is C tier but isn't really bad per say, only lacking projectile and an easy to land PTE. It's just other characters are more bullshit than Captain Planet is. Although that's not to say Planet doesn't have any bullshit himself. His side signature doesn't put him in helpless state giving him the best horizontal recovery in the game.
