This stage is based on one of the secret messages from Sonic CD that can be accessed via inputting the code "FM46 PCM12 DA25" into the sound test even tho it was presumably intended to be shown to those who pirated the game.

A little fact: (Though some people are way too used to the USA version (Cuz you know. America being "On the Edge" Days.)
The Japanese and European version is actually meant to be humorous (Since it uses the boss music (Depending on the regional soundtrack)

Mostly how the Boss music was creepy in the USA version. Unlike the more Disco-y Funk one in the Pal/JPN version.
Same said to the final boss (Literally the same composing but with a few additions).

Worse for some: Even the game over music in the USA version is creepy

Kinda more likely they thought the JPN soundtrack was too... Tech-y and funky.
