I don't think so, only frost tier, antimalware tier , and dragon tier characters are considered dangerous.

Still, this is how whale-tier characters function, according to the Database

Usually whales open a website and automatically download the character (the most common are those that close MUGEN and open a video file of the character winning the match). This one, on the other hand, just opens a website and yeah... that's all. It's only for testing purposes.
