Black Viper by Dark Ruler
This character is a boss character from Contra 4 on the DS. And it's also one of the coolest looking boss characters I have ever seen. Even the name "Black Viper" is cool, sounds like a Death Metal band if you ask me.

Some mini-boss from Super C from the NES. You can stand on its head, but in order to damage it you have to shoot its bottom. This is easier said than done, however, due to how its attacks involves shooting bullets in almost every direction, and of course it has hyperarmor. Let's not forget the Metagross attack on the higher palettes, beyond 1p-4p.

This Cell is good, but by "normal fighting" standards it is very unbalanced; For example, you can do an infinite combo with a Kamehameha.
But at the same time, being so unbalanced, you can have battles with other super powerful chars and that's fine. -

DAMN HOW MANY SLOTS? like ngl I know and I mean I KNOW I made some pretty heft big mugen rosters that's around 3k to even 9k but DAMN this one is HUGE
edit: I know its 36864 slots but even im convinced there isn't THAT much mugen chars out there, and if there was it would take forever actually.
